    7. Confidence in the strength of the World-Wide-Web as an instructional medium.

A. Get necessary approvals and buy-ins. 
          B. Develop minimal necessary policies and procedures.

          C. Develop a consistent 'look & feel' by identifying:

          * a graphic artist (can outsource)

          * fonts, colors, and screen width standards

          * HTML site management software (like FrontPage2000)

          * navigational strategies with a general course template (like BlackBoard or WebCT)


          D. Simultaneously identify courses and services to be offered for version 1.0, such that:

          * the courses have adequate enrollment

          * services offered (tech-support, registration, bookstore, library, & advising) are simplified

          * the instructors are ready and eager to go
