Issue:  30 schools that need TeleLearning classes do not have a functional Internet connection.
The state needs to pay $2,000 per school to fill this gap in the Internet.

In the 1989-90 school year, TeleLearning received $75,000 to serve 70 students.   (over $1,000 per student)
We have gone from 70 students to 70 classes with 20 students each.  A 20 fold increase in 10 years.

The Satellite classes may be better for teaching over 100 students per school.  To take TeleLearning with its
maximum of 6 students per 27 in. monitor.

The ideal situation would be one which would intersperse well produced video clips with interactive
discussion.  No video clip should be longer than 8 minutes.  The idea would be to prep/view/listen/discuss/
The pre-recorded video has its place - it is just hard to hold anyones attention when

A class delivered to 100 or more students is basically the same as videotape.  There is no significant interaction
possible.  The difference is that a video tape would typically have higher production values.
